How small can the watch band get? I have a 6.5 inch wrist and I want it to fit pretty snug

The metal band on this Luxurman Diamond Watch can be adjusted to about 6.5-7 inches so it should fit. But please note its a fairly large watch, the case is 44mm wide. The watch also comes with two extra leather bands which can be adjusted to practically any size.

Is the outer black circle also diamonds or a different material?

If by the outer black circle you mean the watch bezel then yes, it has real black diamonds set in the watch bezel.
